At
first, the author integrates political responsibility with public power, gives a
detailed discussion on the meaning of political responsibility from discussing
its subject、extent and structure. The meaning of political responsibility in
this thesis is: the responsibility of political official making and carrying out
public policy which according with the demands of the people (primary political
responsibility), and the punishing when they can’t do their duty (secondary
political responsibility).
Secondly,
the author thinks that the logical base of political responsibility is how to
treat power.
