然而值得注意的是地下水灌溉系统产权制度的创新和水资源短缺之间可能存在双向因果关系;水资源短缺可能导致非集体产权制度的创新;然而在水价不考虑水资源本身价值的情况下,非集体产权制度的创新可能会导致短期甚至长期内水资源的过度开发和利用,导致地下水位下降的加速。所以地下水灌溉系统产权制度的创新和水资源的合理定价应该是未来水资源管理政策的重点内容;只有这样,才可能促进水资源的持续有效地开发和利用。 参考文献:
